Funding Proposals 2028-2030

As part of the development of Central Lane MPO's 2027-2030 Transportation Improvement Program (TIP), the MPO is identifying projects for funding. There are approximately $17.7M in federal funding available for projects in the Central Lane metropolitan area, including $1.2M available in 2026 and $16.5M available between fiscal years 2028 & 2030. See Central Lane MPO's 2028-2030 Federal Revenue Forecast (.xlsx) for more details. Central Lane MPO has received several competitive funding proposals through a call for projects. Following a public comment period (November 20, 2025 - February 5, 2026), including a presentation and public hearing at the Metropolitan Policy Committee (MPC) Meeting on December 4, 2025, it is anticipated that project selection will be finalized at MPC's February 5, 2026 meeting. 

Federal revenues also support the MPO's ongoing regional programs. The table below illustrates the estimated budgets for these programs for 2028-2030. These budgets are also being published for public review and comment, however they are not part of the competitive call for projects.

Funds come from the following federal programs:

  • Surface Transportation Block Grant (STBG)

  • Transportation Alternatives (TA)

  • Congestion Mitigation and Air Quality Improvement (CMAQ)

  • Carbon Reduction Program (CRP)

These funds are programmed at the MPO’s discretion through a competitive project selection process. The programming typically corresponds with the development of a new four-year Transportation Improvement Program (TIP), which implements the long-range Regional Transportation Plan (RTP). Successful applicants are awarded funding based in part on the merits of their project as it relates to the priority funding objectives agreed upon by the Metropolitan Policy Committee (MPC). Proposal applications are processed by MPO staff, reviewed and discussed by the Technical Advisory Sub-Committee (TASC), recommended for funding by the Transportation Planning Committee (TPC) and ultimately approved for programming by MPC. The specific funding program(s) used for each award is determined through discussions between staff, TASC, and the project sponsor and depends largely on the eligibility criteria of the programs. 2027-2030 TIP Adoption Timeline:
March 20, 2026 - Draft TIP released for 30-day public review and comment
April 2, 2026 - Public hearing at MPC
April 16, 2026 - TPC recommend MPC adopt final draft
May 7, 2026 - Anticipated adoption by MPC
