Planning for Housing in Cottage Grove, Veneta, and Coburg

Communities across Oregon are planning for the next 20 years of housing and making sure there are enough homes for people of all incomes, backgrounds, and life stages. Beginning in 2026,  the cities of Cottage Grove, Veneta, and Coburg are working with Lane Council of Governments (LCOG) to better understand local housing needs and develop and identify strategies to meet them.

This work is part of a statewide effort known as the Oregon Housing Needs Analysis (OHNA), led by the Oregon Department of Land Conservation and Development (DLCD).

What is the Oregon Housing Needs Analysis (OHNA)?

The OHNA is a major update to how Oregon plans for housing. Adopted by the state legislature in 2023, it establishes specific housing unit targets for communities based on:

  • Future population growth
  • Current unmet housing needs, including decades of underproduction of housing and people experiencing homelessness
  • Housing affordability, choice, and equity

This means cities are now planning for more housing and a wider range of housing types than ever before.

What is the Contextualized Housing Need (CHN)?

The Contextualized Housing Need (CHN) is a key step in this process. It takes statewide housing projections and connects them to local conditions and community experiences. Rather than relying only on numbers, the CHN answers questions like:

  • What types of housing are most needed in this community?
  • Who is currently underserved by the housing market?
  • What barriers are preventing people from accessing housing?
  • How have past decisions shaped current housing patterns?

Community Engagement

Community input is a critical part of this process. We are engaging with residents, stakeholders, and community partners to ensure that the CHN reflects lived experiences and local priorities. Opportunities to participate will be shared  on this page, and other means, during the project.
